Our Neighborhood Stabilization Program Efforts
Working with Habitat for Humanity East Bay, the City of Hayward is implementing a successful program which includes the acquisition, rehabilitation, and resale of single-family foreclosed homes utilizing an allocation of approximately $1.55 million of Federal Neighborhood Stabilization Program 1 (NSP1) funds. During the first phase of implementation, Habitat acquired homes in the Palma Ceia, South Gate, Glen Eden, and the Harder-Tennyson neighborhoods. Rehabilitation work includes energy efficiency upgrades, demolition of illegal work, and improvements necessary to bring the properties into compliance with local building codes and ordinances. Upon completion
of the rehabilitation, the homes are sold at affordable prices to low and moderate income Hayward residents.
The City of Hayward recognizes that there are many families who want to own a home and can qualify for a mortgage and afford the monthly payments, but are unable to save enough for a down payment. The First-Time Homebuyer Program (FHP) helps eligible families purchase a home in the City of Hayward. The FHP provides down payment and closing cost assistance to low and moderate income buyers and is designed to work with a number of different mortgage programs.
